Combine OXO, water, marmalade, seasonings and cornstarch. In large skillet,
stir fry onion, peppers and carrots in oil, until tender. Add beef and
continue to stir fry. Add OXO mixture and cook until thickened. Simmer 2-3
minutes. Serve over hot rice. Garnish with orange segments, if desired.
