Bring water to simmer in medium saucepan. Add carrots and cook 4 minutes.
Stir in peas and cook 2 minutes. Drain vegetables. Rinse under cold water;
drain thoroughly. Heat oil in heavy medium skillet over medium-high heat.
Add carrots, peas, onion and garlic and stir-fry 1 minute. Season with salt
